Saxon Tour Rev issue

I have a well used Saxon Tour which I aquired about 15months ago,great bike to ride ,the only issue I have with it is that it starts and runs very well but refuses to rev past 5100 revs , is this normal? has it got a rev limiter? or is it the standard exhaust not allowing to free flow.It does run very well ,doesn't missfire and pulls well up to that not so magic figure of 5100rpm! has anyone got any sugestions.Thanks

the gearing is very tall stock on these
maybe loaded down by too many teeth on the front sprocket
also check that the timing belt has not slipped a few teeth
and use a timing light on it

Thanks Dave for your suggestions, I have recently recently removed the head as it had numerous oil leaks which came with the bike so I was very careful to replace the belt as per instructions thinking or hopeing everything done would be the cure but I think I will now have to check the ignition timing as you say being its the only thing left,I don't think the gearing is an issue as it is the same in all gears!
