This may be a dumb question but. How do I know what the best tire pressures for my skorpion are. The manual says 28 to 36 front and 28 to 42 rear, that is quite a range. Any advice out there?

30/32 would be a great startin point

I know that Front and rear tire pressure on a car can effect It's steering characteristics (under & Over steering) Does it have the same effect on a bike? If not what are the effects?

They have a much worse effect on a bike.

Too Low:

hard to steer, extra wear, inconsistant lean, loss of grip.

Too High:

Hard ride, no room for air to expand leading to a possibility of a blow out.
On the plus side, your steering will be faster!

I've noticed that outside Europe, people don't take much interest in setting up their tires properly, mixing brands, not checking pressures etc - anyone agree?

edit - its not so much the tires that define if a car will over or understeer, its where the power is coming from and the wheel that's under inflated. e.g a low rear tire on a rear wheel drive car will cause it to over steer but a low rear tire on a front wheel drive car will only cause the car to pull to one side.

Point is well taken, I am a rear wheel guy, don't know much about driving front wheel drive cars.
