Front Brake adjustment

i took the bike out for a spin today, and 2 blocks down the road i noticed a squealing noise.
its steady, so i dont think the brake disc is warped, but its puzzling me because i cant find anywhere in the owner nor repair manual as to how to adjust the tension on this thing. as in to let the brake be more slack when its not engaged.

only thing i found was on page 79, mounting pins. it says there that they shold be screwed in all the way when installed, mine were 4 revolutions OUT. i played around with them screwing them in all the way, and out but i noticed no difference in the brake behavior.

any tips/ideas?
