Added Feature: Country Flags

Being how we are a very much international community, I've been wanting to add this mod for a while.
Starting today, you can now chose to fly your colors by going to User Control Panel (ucp.php) > Profile and select your flag from the Country drop-down menu.
New users are given this option during the Registration Process.
