Yes, same here.
With the exception of "joy riders", the reasons are the same here, but in the context of cars. (Substitute Nigeria, Congo /whatever for Russia. BMW, Mercedes, Audi, 4WD.)
I should have said "falsified registrations". That has become easier here in the past 10 years or so because of increased corruption in the licencing authorities.
